Mac Internet Issue

When our system was set up the guy who did it did something sneaky to force all machines thru proxy4. In the past all I have had to do to stop this (i.e. a teacher bring a macbook home) was to goto apple -> System preferences -> Users and Groups -> Login Options (unlock) -> Edit Network Account Server and remove the account server. The teacher could then bring the machine home and access the internet.
 
The problem is with Mavericks this does not work, the machine still looks for a proxy server. In fact if in school on our apple wireless system with no proxys defined the internet still works, so it is still getting the settings from the server. I have checked the Workgroup manager and made sure I have not any preferences set on the machine. I have even rebooted the machine and reset the NVRAM. No matter what I do it still looks for the proxy server - anyone any ideas??
 
PS I am using two different macbook pros with the same build to check this, I could rebuild back to previous version of OSX but I want to get this sorted as I will need to have it figured out in the near future. Another part of the problem is trying to search for any issue with proxy servers when c2k block the word!

We have add problems connecting our macbooks to the Guest Wireless until we added a new location in the wireless settings. Not sure if that will help you but its a thought.

I have deleted all locations and re done them, it is not the issue. The problem is that the macbook is still sticking to the xserve set internet connection even with new locations and I can find where to release it as it was not set up in a standard manner but thru command line in terminal on the server. As I dont know what was done (it was about 8-10 years ago and I hadnt a clue about macs at the time, I cant undo it and set up the machines correctly thru WorkGroup Manager and preferences (Network) then set the proxy settings.
 
 
This is pants - I am going to try reverting one of the macbooks to a previous build, breaking the server connection, test by connecting at home then upgrade to mavericks.
