To request a policy change to the managed service, i.e. ability to unlock workstations.

Having a senior moment, but don't understand unlocking stations.  Are you looking to having a change of status, i.e. from authorised user to manager?

Do you mean when a user leaves a machine on and it becomes locked.  Think even the Northgate enginners cannot do this.  They just turn the machine off

No Northgate are the only people who can unlock other people's machines.
